Guangdong Practice: People’s Congress Deputies Offer Strategies for High-Quality Development of Chaozhou’s Tea Industry

A gentle breeze sweeps over the central-western part of Raoping County in Chaozhou City, where the vast sea of plants in Fubin Town stretches as far as the eye can see, undulating along the mountainside, and the tea fields are filled with a fresh aroma.

Following winding mountain roads, the verdant tea trees gradually merge with the blue sky and white clouds, painting a beautiful summer . Recently, relevant leaders of the Chaozhou Municipal People's Congress Standing Committee led a group of deputies to the people's congress and representatives from related departments to conduct the “Green and Beautiful Chaozhou – Deputies in Action” themed activity in Fubin Town, Raoping County, and Fenghuang Town, Guilu Town in Chao'an District. The focus was on a special investigation into the handling of key proposals concerning “Cultivating Tax Sources in the Tea Industry to Promote Fiscal Revenue Growth.”

During the event, the deputies were constantly on the move, gaining a comprehensive understanding of tea production and sales, tea tax revenue, quality control, promotion, and tea plant protection through site visits, listening to reports, and holding symposiums. They actively collected public opinions and fully leveraged their roles as people's congress deputies to empower ecological construction in Green and Beautiful Chaozhou, taking concrete actions to drive high-quality development in Chaozhou's tea industry.

Thorough Research to Understand Reality and Seek Paths

In Dongli , Fubin Town, Raoping County, Chaozhou, at Chaoyuan Tea Factory, the machinery for withering, rolling, fermentation, and baking operates smoothly… In recent years, Fubin Town has aimed to build a “green development demonstration zone,” deeply exploring tea culture and local features, integrating resources such as Shuangjiniao Mountain, Pingxi Reservoir, and ten-thousand-mu tea gardens, developing tea-related tourism products, and exploring new paths for high-quality development in the tea industry. To this end, the Chaozhou Municipal People's Congress Standing Committee closely focused on the theme of “ecological construction of green and beautiful Chaozhou” and organized deputies to visit Chaoyuan Tea Factory in Dongli Village, Dongli Village's ecological tea garden, and the tea observation pavilion in Fubin Town to conduct research around the handling of the key proposal concerning “Cultivating Tax Sources in the Tea Industry to Promote Fiscal Revenue Growth.”

“The tea industry is a characteristic advantage industry in our city, but it is currently large yet not strong, and the axis of industrial development has not been well established. The contribution of tea taxes to driving high-quality development in Chaozhou is not obvious,” said Liang Hongwei, professor at the School of Economics and Management at Hanshan Normal University and a Chaozhou Municipal People's Congress deputy. “After careful consideration and research, I proposed ‘Suggestions on Cultivating Tax Sources in the Tea Industry to Promote Fiscal Revenue Growth' at the fourth session of the 16th Chaozhou Municipal People's Congress this year, which received great attention from the municipal Party committee and government. The Municipal People's Congress Standing Committee listed it as a key proposal for special supervision this year.”

“How is your tea production this year? Where do you mainly sell it?” “High-quality development across the entire chain of the tea industry is of great significance for comprehensively advancing the ‘Hundreds of Thousands Project,' promoting rural revitalization, and driving high-quality development in Chaozhou.” During the research process, the deputies walked and learned about the local tea industry while explaining the significance of the handling of these proposals to tea enterprises and tea farmers. “Taxing tea enterprises according to law ultimately aims to promote the establishment of modern enterprise systems, facilitate sustainable and high-quality development in Chaozhou's tea industry, and increase the income of tea farmers.”

In Fenghuang Town, Chao'an District, Chaozhou, tea plants cover the mountainsides like a lush ocean. To better develop and strengthen the Phoenix industry and maximize its benefits, the Chaozhou Municipal People's Congress Standing Committee organized municipal deputies to conduct research at Guangdong Nanfu Tea Industry Co., Ltd., Chaozhou Hengtai Agriculture Co., Ltd., and other companies, learning about their development and the construction of ecological tea gardens, and brainstorming strategies for high-quality development…

The deputies expressed their views based on the theme, speaking with one voice: “We suggest that tea enterprises implement a series of actions such as standard leadership, cultural exploration, brand building, technological support, industrial development, and quality supervision, exerting comprehensive efforts to write the ‘tea story' well. We should strengthen systematic planning and supply chain reconstruction for the Phoenix oolong tea industry, vigorously cultivate tax sources in the tea industry, and strengthen the foundation for the development of the tea industry.”

Diligent Performance of Duties with High Enthusiasm and Many Suggestions

Research conducted and symposium held at the Fenghuang Town People's Congress Deputy Central Contact Station

The scorching heat of midsummer arrives, but the enthusiasm of the deputies remains high. During the research process, relevant leaders of the Chaozhou Municipal People's Congress Standing Committee organized deputies to carry out duties at the Fenghuang Town People's Congress Deputy Central Contact Station in Chao'an District, holding a symposium to collect public opinions.

How can we achieve high-quality development in the tea industry? The deputies believe that “we should focus on leveraging ecological advantages, developing forest-based economies, and strengthening the tea industry” and “we should delve deeper into the heritage of tea culture, truly enhancing economic, ecological, and cultural benefits, and listen to the voices of the people, pooling wisdom and strength.”

Deputy Liang Hongwei suggested improving the legal tax-paying awareness of tea enterprises to promote healthy development and growth of the tea industry, prosper rural economies, and increase government fiscal revenues. He also suggested integrating tea culture and traditional tea industries under the concept of major industries, accelerating the organic integration of tea and tourism, and promoting the development of tea tourism.

“These suggestions are very targeted; I agree!” “I think we should step up efforts to build tea brands.” During the symposium, the suggestions of the deputies resonated with those present, with deputies, representatives of tea enterprises, and grassroots cadres and the public exchanging views and sharing their thoughts on the high-quality development of the tea industry, creating a lively atmosphere.

In response to the suggestions raised, the research team emphasized that the Chaozhou Municipal People's Congress Standing Committee should utilize platforms such as representative contact stations, increase oversight, and continue to track and promote the implementation of proposals to better leverage the role of people's congress deputies and contribute to the creation of a “new eastern gateway of Guangdong” and the writing of a new chapter in modern Chaozhou.

This research activity also filled the deputies with confidence in the ecological construction of Green and Beautiful Chaozhou and the high-quality development of the tea industry. They all stated that they would continuously convert the results of their research into proposals and suggestions from people's congress deputies, using solid performance achievements to assist in the high-quality development of Chaozhou's “Hundreds of Thousands Project.”
