“Four Focus Areas” Continue to Drive Efforts for High-Level Development of the Tea Industry in Xiangyang City

To thoroughly study and implement the spirit of the Third Plenary Session of the 20th CPC Central Committee and promote high-quality development of our city's tea industry, a meeting on the construction of the city's tea industry chain was successfully held on August 7. The meeting conveyed the spirit of the provincial tea industry social service field promotion conference, reported on the implementation of the province's “Ten Measures for Tea,” as well as the plans and progress of social services for our city's tea industry. Li Shi, Chairman of the Municipal CPPCC and head of the city's tea industry chain, attended the meeting and delivered a speech.

Li Shi pointed out that

the achievements in the construction of the tea industry chain were significant in the first half of this year. Firstly, there was an overall improvement. Since the beginning of the year, the municipal tea industry chain working group has solidly promoted the construction of the full industry chain by increasing publicity efforts, expanding domestic and international markets, and enhancing the value of the tea industry chain, achieving improvements in scale, quality, brand, and benefits. Secondly, the shortfall in the circulation link was addressed. The completion and operation of the International Tourism Tea City brought in several nationally renowned brands, attracted many tea distributors, established leading enterprises, and became the largest professional tea market in central China. Thirdly, efforts in attracting investment were intensified. Various expos, tea promotional events, and promotional activities were organized, covering multiple projects such as tea deep processing and tea tourism integration, with significant investment amounts. Fourthly, the brand's reputation was enhanced. A variety of promotional methods were used to enhance the local tea brand. Collaboration with well-known domestic tea enterprises helped to promote the two public brands, “Xiangyang High-Aroma Tea” and “Xiangyang Red.” The successful hosting of the Hanjiang Basin Tea Culture and Tourism Integration Development Conference and active organization of tea enterprises to participate in the second “Chu Tea ” Tea Competition significantly increased brand value. Fifthly, service support was strengthened. Participation in the provincial tea industry social service field promotion conference allowed for learning from County's experience. Efforts were made to secure provincial award and subsidy funds to support the expansion and efficiency improvement of tea enterprises. A technology empowerment action was implemented, including a green pest control field conference for summer tea gardens and training for tea industry skilled talents, strengthening organizational support for social services in the tea industry.

Li Shi required that

efforts must continue to drive higher-level development of the tea industry. In the next steps, focus should be maintained in four areas: First, closely monitor targets and tasks, strictly enforcing their implementation. According to the “Implementation Plan for Implementing the Province's Ten Measures for Tea” and the “2024 Work Plan for Construction of the Xiangyang City Tea Industry Chain” formulated at the beginning of the year, tasks should be detailed and decomposed, monthly work schedules and supervisions should be conducted, and items should be implemented one by one to ensure practical results. Second, focus on brand building, actively going out. Participate in provincial tea-related events, strengthen communication with provincial leaders, organize enterprises to participate in the national promotion activities of “Chutian Good” tea along border areas, conduct brand promotion in and Harbin, and plan participation in the tasting of “Chutian Good” tea by ambassadors accredited to China. Third, focus on key enterprises, combining recruitment and cultivation. Organize tea enterprises to participate in outbound investment attraction, learn from advanced local experiences, and conduct outbound investment attraction activities through various forms led by the chain head, individual recruitment, and joint recruitment. While focusing on attracting large-scale and strong investments, emphasize the cultivation of local leading enterprises, treating the addition of agricultural industrialization provincial leading enterprises and above-scale processing enterprises as hard tasks and indicators. Fourth, focus on extending and supplementing the chain, conducting social services. Social services can reduce costs and increase efficiency. Actively learn from the social service model implemented in Wufeng County, draft an initial plan, conduct pilot projects, and promote them based on actual conditions. The southern Baogu counties should strengthen their attention, implement specific tasks, support qualified tea enterprises in providing centralized garden sealing, tea garden pruning, deep plowing and fertilization, fresh leaf picking, and other social services, explore the provision of tea garden management, leasing, transfer, and other services, further enhancing the comprehensive benefits of the tea industry chain.

Li Shi emphasized that

the achievements in the construction of the tea industry chain are the result of the strong leadership of the municipal Party committee and government, as well as the joint efforts of all regions, departments, and tea enterprises, which deserve full recognition. Confidence must be further strengthened, and continued efforts made, with each step firmly grounded, truly putting work into practice and making the Xiangyang tea industry better and stronger.
