Menghai, recognized internationally as the center of the world's original Tea Tree habitat and a main production area for Pu'er tea that enjoys worldwide fame, as well as being the only “Famous Brand Creation Demonstration Zone for the Pu'er Tea Industry” in the country, has given birth to numerous famous ancient tea mountains such as Laobanzhang, He Kai, Nannuoshan, Naka, and Zhanglang. These areas are renowned for their “Menghai flavor,” characterized by rich taste and strong tea aroma. The Menghai County People's Procuratorate closely follows the work layout of the county Party committee and government aimed at strengthening and improving the tea industry. It carries out its duties according to law in protecting ancient tea trees and promoting the tea industry, continuously contributing procuratorial strength.
Improving political orientation and defining directions around the overall situation. Focusing on the overall development of the county Party committee and government, we actively incorporate service and protection of ancient tea trees and the tea industry into the important content of procuratorial work. We have held multiple meetings to study this, proposing a working approach where public interest litigation prosecution is the lead and all four types of prosecution work together. Following the brand-building approach, we focus on safeguarding ancient tea trees and optimizing the business environment under the rule of law, using the power of the law to promote the development of the tea industry.
Seeking support both internally and externally, gathering forces to protect ancient tea. We actively conduct public interest litigation investigations into the protection of ancient tea trees in towns and townships such as Menghun, Mengsong, Xiding, Gelanghe, and Bulang Mountain. We proactively communicate and coordinate with relevant functional departments and townships including the county natural resources bureau, the Menghai branch of the state environmental protection bureau, Menghun town, and Bulang Mountain township. At the He Kai village committee, we held an unveiling ceremony for the “Public Interest Litigation Protection Base for Ancient Tea Mountains” and signed the “Implementation Opinions on Collaboratively Promoting the Protection of Ancient Tea Trees in Menghai.” We established mechanisms for information sharing, case referral, cooperation, and joint prevention. Using a combination of external expertise and consultation, we jointly studied and addressed issues such as the growing environment of ancient tea trees, protection measures, and pest control. We made full use of the collaboration mechanism for the protection of ancient tea trees, pushing to make the public interest litigation protection base more practical.
Exercising supervisory functions, precisely entering to assist development. While strengthening the protection of ancient tea trees, we also focus on protecting the legitimate rights and interests of tea enterprises. Taking the “Prosecution Protects Enterprises” special action as the starting point, we jointly set up a “prosecutorial service station” in the Menghai industrial park with the Menghai County Industrial Park and the county Association of Industry and Commerce, and established a “special service window for private enterprises” at the 12309 Prosecutorial Service Center. We established mechanisms for “one-stop service,” “fast-track acceptance,” and “green channels” to provide legal consultations, compliance checks, legal publicity, and other services to enterprises. Through the integrated performance of the four types of prosecution, we deepen enterprise compliance reforms, strengthen supervision over the filing of cases involving enterprises and economic crimes, and supervise the use of criminal means to intervene in civil and economic disputes. We implement and promote policies to encourage the growth of the private economy and punish and prevent key personnel in private enterprises from committing crimes that harm corporate interests. We increase efforts to supervise civil judgments and enforcement cases involving enterprises, effectively protecting the property rights of enterprises and the rights and interests of entrepreneurs. We further optimize the construction of a rule-of-law-based business environment, legally maintain economic order, stabilize social expectations, and boost confidence in development.
The Menghai County People's Procuratorate will take the establishment of the protection base as an opportunity to fully leverage its functions in public interest litigation prosecution. It will continue to contribute to the protection of ancient tea trees, the inheritance of Tea culture, and the development of the tea industry by doing a good job with the “prosecution-tea” narrative.
